Hta frtenda are aggressive and know what they want, while those who are opposed to him are really in search of some one with nerve enough to tackle the Job of beating him out at the nomination, TJp to date they appear to be on a coW trail. There ate lots of Republican statesmen, more or less conspicuous, who would like to enter the. lists, but they cannot make the antt-Rooeevelti- ans believe that they have any chance tience they are set aside. The strong men who are hankering after a four or eight years' stay in the White House- such as Senator Marcus A. W1 W B')DD1E, Congratulations. Kaiser Wilhelm of Germany cele brated the forty-fifth anniversary of his birth the other day. The dispatches inform us that large numbers of the most, eminent persons in his empire : Called to pay their respects and to ex- ten, congratulations, while ji vast con .QBrse assembl6ajb;thL palace to .isbew their iat lit '$M5ermt. ; A man does .itt jio be a mon archist In or4er to adjsjre manly qual ities in emperors, kings and potentates, andjthe Hohenzolierts are the manliest royalties in Europe. Of course over here we are all in favor of electing our presidents, and the chances are that we always will be, but even among hereditary rulers a plain American, whether Democrat, Republican or Pop ulist, may have his choice. "Kaiser Wilhelm is growing in popu larity both at home and abroad. Sensi ble persons everywhere have ceased to speak of him as "the young war lord" and have ceased to regard him as such. He is no longer considered a menace to the peace of Europe. On the other band, while he maintains the strongest, if not the largest, army in the world, he is summer. He was nrovlmr to an a mat ed world that while under toe law b was old enough to be retired, ha ring reacnea me age or sixty-roar, as a matter of fact be Is young and rig orous enough to b president of lb United States. It Is not uncharitable to assume that his prominent partid patlon in the Washington peace con ference was to force a contrast witb President Roosevtrt, whose role is snpposeo, somewnat erroneously, do doubt, to be always for war. Now comes another development bowing which way the wind blows Colonel Rooseveifa popularity grows largoty out of his short career aa a cowboy. This is said not to disparage him, bat to 6tate a historic truth. Individually I am glad that be was a western rancher, That ' experience makes him a better president than he otherwls would have been, bot clearly General Miles does not Intend that Colonel Roosevelt shall as a presidential can didate monopolize all that sort of glory, as is shown by the following dispatch: Cody. Wyo., Jan. 27. General Nlaon A Mtlea will reach her tomorrow to mt with other member of th company of which he Is president, for the irrigation of the Cody-Salisbury screaort. Thy plan to build a dam acroaa the Shoahon at the mouth of the canyon 400 feet blah and water 110.000 acres. Another plan of General Miles and Colo nel Cody Is the establishment of a school to trata youths from the east In th art of rough riding. This has lon- been a pt -plan of Buffalo Bill's. At the time of General Miles' retirement h secured his co-operation. They will have a school where out of door sports like tiding- and hunting big same will be taufht. Mili tary tactics will be a part of the training-. Of course opening Irrigation ditches is not as strenuous or hilarious a per formance as rounding up, roping and branding wild steers, but it serves to westernize General Miles a a a c-andl- date and Is intended to take some of the wind out of the Rooseveltlan sails as the friend in chief of Irrigation. But the above dispatch diacloees the fact that General Miles proposes to still further infringe ths Rooseveltlan patents by opening up a training school for rough riders, with Buffalo BUI as principal teacher! General MUes woo fame aa an Indian fighter, but his ap pearance at the age of alxty-fonr In the role of buster of the obstreperous broncho is decidedly novel, not to say spectacular. That he takes an intense interest in everything tending to promote the wel fare of the fatherland is known of all men. He encourages by every means in his power the growing trade of Ger many and is building up his realm in every possible manner. He is a la borious kaiser. He perhaps works as hard as any citizen of bis empire. In deed, the HohenisjMerns have always worked indefati'iy. Frederick the Great labored more hours out of the twenty-four than any other man of his time. The sons of the kaisers in their capacity of kings of Prussia are com pelled to learn trades Just as are the sons of other Prussians not that they are expected to follow those trades when grown up, but to develop their bodies, to set a good example and to be able, should necessfty arise, to earn their living by carrying on those trades, for the Germaas in general and the Hohenzollerns in particular are em inently practical folks, realize that this is a changeable world and propose to be ready for any fate. There is no prospect that Kaiser Wilhelm will be dethroned and driven into exile, but should that happen, and should he be hustled out of his empire without a dollar or change of linen, as was pooii old Dom Pedro of Brazil, he could earn ities. Then sbe enlarged 00 flnml Miles' good poimts as a Democratic can didate, including all said above. She is an intense Republican, but then to reader must not forget that there art two camps of Intense Republicans Just now one for Colonel Roosevelt and th other against him. There la an old say ing about the necessity or wisdom of "fighting the devil with fire." an adagr of which the proponents of the Mile boom have evidently heard not thai Colonel Roosevelt la the devil, but that they propoee to fight him with his own weapons. It would certainly add to th gayety of nations to have two rough rider candidates for the presidency at the same time. Still It might be well for the proponents of the-Miles boom tc remember that those things which tbey seem to think increase to a great ex tent the strength and availability of General Miles as a candidate wen brand new in a president or presiden tial candidate when they contributed to the popularity of Colonel Roosevelt, at they undoubtedly did, and that they helped bim upward and onward be cause they were new. After all fct-sgid that can be said about the kaiser being an autocrat, the fact remains that" th Ho henzollerns are not drones, but "that they consider themselves as not only rulers, but also as the chief servants of their people. The presenbJQerman empire Is one of the wondersfcf mod ern times. Any man of intelligence can trace every rapid step by which. It has grown from the smallest begta- ningsv to the first place among Euro pean nations in a comparatively short space of time. If the kaiser lives long and continues to grow at the present rate, future historians will rank him with his mighty, ancestors, the great elector and with Frederick the Great Whether he would be a successful sol dier remains' to be seen Indeed, may never be known but "peace hath her victories no less renowned than war," and the kaiser is doing-bis utmost , to make the fatherland supreme in com merce and in trade, in science and; in art. - Whatever his virtues or his faults, -be holds the center of the stage among FR A.NKLI NTON HOTEL old world potentates.
